MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR SEPTEMBER 12, 2018

 

A meeting of the Common Council was held on September 12, 2018 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Steve Bell, Roy Kellar, Shane Litz, Angela Modesitt, and Mayor Brian Wyndham.  Brad Deal was absent.

The Pledge to the Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT: Clerk-Treasurer Karen McQueen, Frank Phillips of the Brazil Times, City Attorney Traci Orman, Jeffrey Dalton, and Gene Sharp.

PRAYER was said by Steve Bell.

APPROVAL OF MINUTES: Roy Kellar made a motion to approve the May 9, 2018, July 11, 2018 and August 9, 2018 minutes, seconded by Angie Modesitt.  Passed 4-0.

AUDIENCE COMMENTS: NONE

 

OLD BUSINESS:  NONE

 

NEW BUSINESS:

  • Humane Society – Michelle Cannava with the Clay County Humane Society was present to speak with the Council on the history and value of the Humane Society to Brazil City Residents. Michelle explained that the Clay County Humane Society Board discussed $30,000 being the original amount they requested from the City of Brazil for the 2019 contract.  She then explained that the Clay County Humane Society was willing to meet the City of Brazil in the middle and would request $25,000 for their 2019 contract.  Council decided to take the 2019 Clay County Humane Society Contract under advisement.
  • Ordinance #5-2018 – Salary of Mayor (first reading), Shane Litz made a motion to approve the first reading of Ordinance #5-2018, seconded by Steve Bell. Passed 4-0.  
  • Ordinance #6-2018 – Salary of the Clerk-Treasurer (first reading), Shane Litz made a motion to approve the first reading of Ordinance #6-2018, seconded by Steve Bell. Passed 4-0.  
  • Ordinance #7-2018 – Salary of the Common Council (first reading), Shane Litz made a motion to approve the first reading of Ordinance #7-2018, seconded by Steve Bell.  Passed 4-0.  
  • Ordinance #8-2018 – Salary for Firefighters (first reading), Shane Litz made a motion to approve the first reading of Ordinance #8-2018, seconded by Steve Bell. Passed 4-0.  
  • Ordinance #9-2018 – Salary for Police Officers (first reading), Shane Litz made a motion to approve the first reading of Ordinance #9-2018, seconded by Steve Bell. Passed 4-0.  
  • Ordinance #10-2018 – Salary for Appointed Officers and Employees (first reading), Shane Litz made a motion to approve the first reading of Ordinance #10-2018, seconded by Steve Bell. Passed 4-0.  
  • Ordinance #11-2018 – 2019 Budget (first Reading and public hearing), Mayor Brian Wyndham opened the Public Hearing up at 5:20 p.m. for the 2019 Budget.  With no comments or questions, the Public Hearing was closed at 5:21 p.m.  Steve Bell made a motion to approve the first reading of the 2019 Budget Ordinance #11-2018, seconded by Roy Kellar.  Passed 4-0.
  • Police Car – decals/wrap proposal. Steve Bell presented council with 3 designs from Clover Signs located in Brazil.  Council voted on design #2.  Angie Modesitt proposed that council appropriate no more than $8,000 for police car decals.           

 

COUNCIL COMMENTS: 

  • Steve Bell – Stated that the residents next door to the old Adamson’s Laundromat asked Councilman Bell if there was a way that they could be informed when work was going to be done on the grounds of the laundromat. Mayor Brian Wyndham explained that letters were sent out to all residents surrounding the old Adamson’s Laundromat with dates of drilling and other work being completed at this location.
  • Steve Bell – Inquired about the broken street light in front of CVS. Mayor Brian Wyndham explained that the insurance companies are in the process of deciding what to do next.  Mayor Brian Wyndham also explained to Councilman Steve Bell that he would in the interim get the pole removed.
  • Steve Bell – Would like to give a big “Thank You” to INDOT on the completion of the traffic light at the intersection of Waterworks Road and US Highway 40.
  • Shane Litz – Attended the 911 Ceremony created and hosted by the City of Brazil and wanted to state how nice the ceremony was. He wanted to Thank the Mayor Brian Wyndham for continuing to do the 911 ceremony.
  • Council also wanted to have another final work session for the 2019 City of Brazil Budget on September 26, 2018 @ 5 p.m.

 

MAYOR COMMENTS: Mayor Brian Wyndham wanted to remind everyone of the Fishing Rodeo and the Brazil Main Street Festival this coming Saturday, September 15, 2018.

 

ADJOURNMENT: Roy Kellar made a motion to adjourn meeting; seconded by Angie Modesitt.  The motion passed 4-0.  Meeting adjourned at 6:32 p.m.
