MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR AUGUST 8, 2018

 

A meeting of the Common Council was held on August 8, 2018 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Steve Bell, Roy Kellar, Shane Litz, Angela Modesitt, Brad Deal and Mayor Brian Wyndham.

The Pledge to the Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT: Clerk-Treasurer Karen McQueen, and Frank Phillips of the Brazil Times.  City Attorney Traci Orman was absent.

PRAYER was said by Steve Bell.

APPROVAL OF MINUTES: No Minutes to approve.

AUDIENCE COMMENTS:

  • Timothy and Regina Paullus who live at 20 South Pine, were present to discuss some concerns with a vacant home, and issues with drainage, sidewalks and cats in her neighborhood. Regina explained and showed pictures to council of sidewalks near and around her home that were in need of repairs.  She explained that her neighbor’s child is handicap and good sidewalks were a necessity.  Regina also explained that they’re in need of drainage in her area.  Regina then explained and showed pictures to council of a property at 102 South Pine Street, she explained that the property was blighted and vacant and needed tore down or fixed up.  Regina finally expressed her concerns regarding stray cats in her neighborhood. The Mayor, Brian Wyndham addressed all of Regina and Tim’s concerns and explained the process to rectify each one of her issues.
  • David Hopkins at 738 West Craig Avenue in Parkview Estates was present to discuss some concerns with speeding through his neighborhood, cracked roads, and storm water drainage issues. David explained that he would like some added speed limit signs and a potential “No Outlet” sign added to detour speeding in his neighborhood.  David also explained to Council that the roads on Craig Avenue are starting to crack and he would like the cracks addressed to eliminate further cracking. David then stated that Parkview Estates does not have storm water drains and is in desperate need of them.  The Mayor, Brian Wyndham addressed all of David’s concerns and explained the process to rectify each of them.
  • Carrie McMillians and Melissa Weishaupt who live at 203 South Alabama and 209 South Alabama, were present to discuss concerns with some properties that needed cleaned-up, over population of cats in their neighborhood and speeding cars down Alabama Street. They explained that properties on both John Street and Jackson Street were in need of being cleaned up.  They also explained that there is a lady that is feeding multiple cats and causing an over population of cats in their neighborhood.  They finally explained that they would like to see the police department monitor and write tickets on Alabama Street for speeding cars.  The Mayor, Brian Wyndham addressed all of their concerns and explained the process to rectify each of their issues.  Mayor Brian Wyndham also stated that the City was currently in the process of fixing some of their concerns after being informed last week per Councilman Roy Kellar of the issues with cats and the properties needing cleaned up.
  • Brandon Sciotto was present to request council to add some no parking signs on the North and South Sides of West McDonald Street in front of the new location of Launch Academy for the safety of the children. Council explained that they would take his request under advisement.    

 

 

OLD BUSINESS:

  • Second Reading Ordinance 3-2018 revising 97.03 (Park board taking out the requirement that there be only 2 persons of each political party on park board.) – Brad Deal made a motion to approve the second reading of Ordinance 3-2018, seconded by Shane Litz.  Passed 5-0.
  • Second Reading Ordinance 4-2018 Ethics – Steve Bell made a motion to approve the second reading of Ordinance 4-2018, seconded by Shane Litz. Passed 5-0.

 

 

NEW BUSINESS:

  • Mike Murphy a representative with Hirons Advertising was in attendance with a proposal for rebranding the City of Brazil. Mayor Brian Wyndham would like to see the city re-branded.    

 

COUNCIL COMMENTS: 

Steve Bell – requested an update on the house that the city purchased next to the water treatment plant.  Mayor Brian Wyndham explained that the house has been cleaned up and is now rented.

 

MAYOR COMMENTS: Mayor Brian Wyndham informed council that the property that the city purchased for $50 thousand and then cleaned up on Turner Street was recently appraised and came back appraised at $100 thousand.

 

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Roy Kellar.  The motion passed 5-0.  Meeting adjourned at 6:50 p.m.
