MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR MAY 9, 2018
A meeting with the Board of Public Works was held on May 9, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman
OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Council President Steve Bell, Grant Administrator Kristy Jerrell, Brazil Times Editor Frank Phillips, Daniel Rose, Mike Holland, William Lambermont, Jean Lambermont
PLEDGE: The pledge to the Flag was led by Mayor Wyndham, followed by a moment of silence for THPD Office Rob Pitts.
APPROVAL OF MINUTES: Ruthann Jeffries made a motion to approve April 11, 2018 minutes; seconded by Mayor Wyndham. The motion passed 2-0. Linda Messmer made a motion to approve April 25, 2018 minutes; seconded by Ruthann Jeffries. The motion passed 2-0.

NEW BUSINESS:
- PUBLIC HEARING – A Public Hearing was opened at 10:06 by Grant Administrator Kristy Jerrell to discuss the Downtown Facades Improvement Grant. The Public Hearing was closed at 10:20. Minutes for the Public Hearing will be provided by Kristy Jerrell.
- Resolution 2-2018 – Property 509 South Walnut Street is unsafe and in need of demolition and clean up. The City of Brazil has agreed to take ownership of the property from current owners Monte Hayes and Bonnie Hayes. Ruthann Jeffries made a motion to pass Resolution 2-2018: A Resolution Accepting Real Property at 509 South Walnut Street; seconded by Linda Messmer. The motion passed 3-0.
- GAI Proposal to Update Road Asset Management Plan – The Road Asset Management Plan needs to be updated in order to apply for the Federal Funds and the Community Crossings Program. GAI Consultants has submitted a Proposal/Agreement to the City of Brazil for the work related to the Pavement Asset Management Plan. Linda Messmer made a motion to approve the Agreement for Road Asset Management Plan between the City of Brazil and GAI Consultants; seconded by Ruthann Jeffries. The motion passed 3-0.
- Unsafe Building Affirmation -822 W. Church St. Property at 822 W. Church St. has been identified as a public nuisance and unsafe. Neighbors Mike Holland, William Lambermont and Jean Lambermont were present to request the City assist with this property. Linda Messmer made a motion to approve 822 W. Church St. as unsafe; seconded by Ruthann Jeffries. The motion passed 3-0.
FUTURE AGENDA: Mr. Rose commented that the property next to him on Meridian Street needs to be mowed. Planning and Zoning Administrator Janet McClellan stated that it was on her list.
