THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR OCTOBER 23, 2024
A meeting with the Board of Public Works was held on October 23, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
The Pledge was led by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney DJ Bonomo
OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, PZ Administrator Janet McClellan, PZ Asst. Cathy Hunter, Clerk-Treasurer Karen McQueen, Brazil Times Rep. Hayley Cooper, Tony Akles with Strand Associates, Rick Anderson with Veregy, Ryan Wallace
APPROVAL OF MINUTES: Linda Messmer made a motion to approve the minutes from October 9, 2024, seconded by Ruthann Jeffries. The motion passed 3-0.

OLD BUSINESS: None
PUBLIC SAFETY: Fire Chief Jake Bennett
- In September 2024, the Fire Department responded to 84 calls for service.
- In August 2024, the Fire Department responded to 68 calls for service.
- New firefighter Tanner Wilson has completed Firefighter I and II training and is enrolled in EMT classes at Ivy Tech. He will be finished in December.
NEW BUSINESS:
- Approval of Veregy Contract – Rick Anderson was present to discuss the Veregy Contract with the City of Brazil. Ruthann Jeffries made a motion to approve the Veregy Agreement with the City of Brazil for Solar Energy at the Wastewater Treatment Plant and Solar Street Lights for the City of Brazil, seconded by Linda Messmer. The motion passed 3-0.
- Affirmation of Unsafe Building – 612 S. Grant St.
- Affirmation of Unsafe Building – 32 E. Church St.
Linda Messmer made a motion to approve the Unsafe Building Affirmations for 612 S. Grant St. and 32 E. Church St., seconded by Ruthann Jeffries. The motion passed 3-0.
- Strand Agreement for Colony Acres – Tony Akles with Strand Associates, was present to discuss the project at Colony Acres. The project will include relining the sewers, replacing manholes and rehabilitating existing manholes. Linda Messmer made a motion to approve the agreement with Strand Associates and the City of Brazil for improvements at Colony Acres, seconded by Ruthann Jeffries. The motion passed 3-0. All invoices will come to the City, but IFA will be paying for the project.
- Jerrell Consulting Agreement for Colony Acres – Kristy Jerrell will be the Grant Administrator for the Colony Acres project. Linda Messmer made a motion to approve the agreement between Jerrell Consulting and the City of Brazil for services involved with the Colony Acres project, seconded by Ruthann Jeffries. The motion passed 3-0.
- Resolution 2024-7: Permitting the City to Approve Agreement – Linda Messmer made a motion to approve Resolution 2024-7, Permitting the City to Approve Agreement between the City of Brazil and Veregy, seconded by Ruthann Jeffries. The motion passed 3-0.
CLAIMS:
- Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries. The motion passed 3-0.
- Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer. The motion passed 3-0.
