MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR SEPTEMBER 25, 2024

A meeting with the Board of Public Works was held on September 25, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

The Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Lou Britton

OTHERS PRESENT: Fire Chief Jake Bennett, PZ Administrator Janet McClellan, PZ Asst. Cathy Hunter, Brazil Times Rep. Hayley Cooper

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from September 11, 2024, seconded by Ruthann Jeffries. The motion passed 3-0.

AUDIENCE COMMENTS: None

OLD BUSINESS: None 

NEW BUSINESS:

  1. GAI Contract for 2024 Asset Management Plan – Linda Messmer made a motion to approve the Brazil 2024 Asset Management Plan Update Proposal from GAI Consultants for $15,000.00, seconded by Ruthann Jeffries.  The motion passed 3-0.  The Asset Management Plan must be updated and submitted in order to submit a Community Crossings Match Grant application in one of the calendar year 2025 calls.
  2. Approval of Mows – (see list) – Ruthann Jeffries made a motion to approve the mow list for September 25, 2024, seconded by Linda Messmer. The motion passed 3-0.
  3. Approval of Clean-ups – (see list) – Ruthann Jeffries made a motion to approve the clean-up list for September 25, 2024, seconded by Linda Messmer.  The motion passed 3-0.
  4. NFPA Compliant Service Agreement – (Fire) – Chief Bennett presented the NFPA Compliant Service Agreement with Pro Air.  Attorney Lou Britton explained and advised the board on the terms of the agreement.  Mayor Wyndham made a motion to approve Chief Bennett as signatory for the Agreement, seconded by Ruthann Jeffries.  The motion passed 3-0.  Ruthann Jeffries made a motion to approve the NFPA Compliant Service Agreement between Pro Air and the Brazil Fire Department from 10/1/24 to 9/30/2025 for semi annual maintenance, air samples and filters for $1474.00, seconded by Linda Messmer.  The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next meeting will be held October 9, 2024 at 10:00 a.m. in the Council Chambers.
  • Engineering contract for Water Project
  • Veregy Contract

OTHER BUSINESS:  Linda Messmer announced that the Splash Pad will be closed for the season on October 1st.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded  

by Ruthann Jeffries.  The motion passed 3-0.  The meeting was adjourned at 10:20 a.m.
