MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR OCTOBER 9, 2024
A meeting with the Board of Public Works was held on October 9, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Ruthann Jeffries.
The Pledge was led by Ruthann Jeffries.
ROLL CALL: Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Lou Britton (Mayor Wyndham was absent)
OTHERS PRESENT: PZ Administrator Janet McClellan, PZ Asst. Cathy Hunter, Brazil Times Rep. Hayley Cooper, Kristy Jerrell with Jerrell Consulting, Steve Bender with Midwestern Engineering
APPROVAL OF MINUTES: Linda Messmer made a motion to approve the minutes from September 25, 2024, seconded by Ruthann Jeffries. The motion passed 2-0.

OLD BUSINESS: None
NEW BUSINESS:
- Public Hearing-Brazil Water Project – A Public Hearing was opened at 10:05 a.m. to discuss the Brazil Water Project (Well and Raw Water Main Replacement Project). Kristy Jerrell, of Jerrell consulting was present to explain and discuss the project. Public Hearing minutes are attached. The Public Hearing was closed at 10:32.
- Approval for Engineering Contract with Midwest Engineers – Well and Raw Water Main Replacement Project – City Attorney Lou Britton has reviewed the contract and recommends approving the agreement. Linda Messmer made a motion to approve the Agreement for Engineering Services for the Well and Raw Water Main Replacement Project between Midwestern Engineers, Inc and the City of Brazil to include design services, bid, construction improvements and inspections for the project, seconded by Ruthann Jeffries. The motion passed 2-0.
- Approval of Engagement Letter with Bose, McKinney & Evans (Waterworks Revenue Bond 2025) – Linda Messmer made a motion to approve the engagement letter from Bose, McKinney & Evans, retaining the firm as bond counsel with respect to the issuance of the Waterworks Revenue Bonds, Series 2025, seconded by Ruthann Jeffries. The motion passed 2-0.
- Approval of Cleanups (see list) – Linda Messmer made a motion to approve the Cleanup list for October 9, 2024, seconded by Ruthann Jeffries. The motion passed 2-0.
- Approval of Mowings (see list) – Linda Messmer made a motion to approve the Mowing list for October 9, 2024, seconded by Ruthann Jeffries. The motion passed 2-0.
CLAIMS:
- Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries. The motion passed 2-0.
- Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer. The motion passed 2-0.
FUTURE AGENDA ITEMS:
- The next meeting will be held October 23, 2024 at 10:00 a.m. in the Council Chambers.
