MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR MARCH 28, 2018
A meeting with the Board of Public Works was held on March 28, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett. City Attorney Traci Orman was absent
OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Police Chief Clint McQueen, Street Superintendent Brian Bemis, Brazil Times Editor Frank Phillips, Daniel Rose, Gary Lutz
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: March 14, 2018; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
OLD BUSINESS:
- Gary Lutz, owner of Lake Brazilian Estates, has recently purchase the East Side Trailer Park at 114 N. Turner St. There are currently no residents and he is requesting the removal of trash from his monthly bill. Ruthann Jeffries made a motion to approve the removal of the trash service fee from 114 N. Turner St. until it is inhabited, seconded by Linda Messmer. The motion passed 3-0.
NEW BUSINESS:
- Cleanups – Linda Messmer made a motion to approve the Clean Up List for March 27, 2018; seconded by Ruthann Jeffries. The motion passed 3-0. There was discussion about dealing with repeat offenders on property clean ups. Chief McQueen discussed issuing tickets for multiple offenses, and Mayor Wyndham stated the need for the City to reach out to the Clay County Health Department to develop a team effort. It was determined that a committee will be formed to discuss revamping the Ordinance.
- MVH Truck Lease – Mayor Wyndham stated that the City needs to purchase a large dump truck for the Street Department for hauling dirt and other projects. The dump truck could be used by other departments within the City. Money has already been appropriated in the 2018 budget. The dump truck will be leased for 5 years and then can be purchased at the end of the 5 years for $1.00. Ruthann Jeffries made a motion to approve the Buyer’s Order with Andy Mohr Truck Center to lease a F750 Ford 2017 Dump Truck for 5 years for $80,781.50; seconded by Linda Messmer. The motion passed 3-0.
- Indiana St. Sidewalk Proposals – Discussion and proposals have been tabled until the scope of services can be clearly described.
- Agreement for Emergency Supervision and Training Services – Fire Chief Jake Bennett has been working with Dr. Kaufman, (affiliated with St. Vincent Hospital and Dept. of Homeland Security Director for Indiana), to provide emergency medical services training to the Brazil Fire Department. The agreement has been reviewed by City Attorney Traci Orman. Linda Messmer made a motion to approve the Agreement for Emergency Medical Supervision and Training Services between the Brazil Fire Department and St. Vincent Hospital; seconded by Ruthann Jeffries. The motion passed 3-0.
- Approval of Mershon and Sons Concrete – The City offers a program for sidewalk repair that allows for the City to pay for labor costs if the resident pays for material. Mershon and Sons provided sidewalk repair for 202 Washington St. Ruthann Jeffries made a motion to approve the payment of an invoice for $2,325.00 from Mershon and Sons Concrete for labor costs for sidewalk repair at 202 Washington; seconded by Linda Messmer. The motion passed 3-0.
POLICE CHIEF REPORT: Chief Clint McQueen
- February 2018, there were 439 calls for service which led to 21 arrests, 13 tickets issues, 15 warnings issued and 14 crashes
- Mayor Wyndham noticed that the crashes were down from last year. Chief McQueen attributed it to the newly paved streets
- May will start the busy season of 5K’s and parades
- Ruthann Jeffries asked about the new cars. Chief McQueen explained that we are only waiting on a few of them and that the Police Department is in good shape with updated vehicles for the next 5 years.
- The Police Dept. is fully staffed. Two patrol officers are on duty during the day and night shifts. Zach Overton has completed his training at the Police Academy and Detectives have completed their specialized training also.
- Mayor Wyndham commented that 2018 should be a good year for the Police Department in working with neighborhoods on some new programs.
