MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JANUARY 24, 2018

 

A meeting with the Board of Public Works was held on January 24, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Police Chief Clint McQueen, Brazil Times Editor Frank Phillips, Daniel Rose

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: January 10, 2018; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries.  The motion passed 3-0.

OLD BUSINESS: NONE

NEW BUSINESS:

  • Agreement for Compensation for Billy Goodrich – (Overseeing Outside Wastewater Contracts) – The City of Brazil has contracted with Centerpoint, Staunton and Sullivan for 2018 to provide administrative services to their Wastewater Treatment Plants. The City uses the services of its certified Wastewater Treatment operator, William “Billy” Goodrich to operate both Brazil’s and contracting municipalities Wastewater Treatment Plants.  The City wishes to compensate Billy Goodrich in the amount of $28,500 which is 30% of total contracts with Centerpoint, Staunton and Sullivan for 2018.  Ruthann Jeffries made a motion to approve the Professional Services Contract for Management of Outside Wastewater Contracts between the City of Brazil and William “Billy” Goodrich; seconded by Linda Messmer.  The motion passed 3-0.
  • Police Vehicle Lease – Linda Messmer made a motion to approve the lease/purchase agreement between BB Community Leasing Services, Inc. and the City of Brazil; seconded by Ruthann Jeffries. The motion passed 3-0. The lease program will replace 10 current police vehicles with 2018 Dodge Chargers.  The old cars will be traded in to the dealership.   This will replace all police cars except for the 2 detective vehicles and 1 patrol car.
  • 540 N. Vandalia – Unsafe Building Affirmation –  Robert and Mary Phelps are the owners of property on 540 N. Vandalia.  The property is vacant and uninhabitable according to Planning and Zoning Administrator Janet McClellan.  Property owners were previously given until January 1st to make improvements.  Owners have made no improvements to the property.  Ruthann Jeffries made a motion to approve the Unsafe Building Affirmation on 540 N. Vandalia; seconded by Linda Messmer. The motion passed 3-0.

FIRE CHIEF REPORT: Chief Jake Bennett

  • In January the Brazil Fire Dept. had 33 calls for service
  • Structure Related Incidents
    • January 1st at 5041 W State Road 340, one fatality
    • January 6th at 17 W Compton St, no injuries
    • January 7th, 1025 N Indiana St, high CO reading
  • Firefighters gave a fire safety talk and station tour to a Girl Scout troop on January 23rd
  • Chiefs are conducting annual Personal Protective Equipment inspections with Firefighters
  • Firefighters have been maintaining hand tools such as axes and pry bars.

 

DUKE BUILDING UPDATE: Mayor Wyndham said that we have received a set of almost finalized plans. We are getting close to receiving bids.

 

DASHIELL WATER PROJECT: City Attorney Traci Orman gave an update on the Water Improvement Grant Project.  The line work is completed, which includes the water main work, service connections and testing.  The SCADA (software) update is being completed under a subcontractor.  Scheduled completion date is February 5, 2018.  Grading, seeding, asphalt will be completed in Spring 2018.

  • Clerk – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.

 

AUDIENCE COMMENTS:  Mr. Rose commented that a television has been sitting on the curb on North Meridian St. Planning and Zoning Administrator Janet McClellan will be checking into it.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:23 a.m.
