MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR SEPTEMBER 12, 2018
A meeting with the Board of Public Works was held on September 12, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett.
OTHERS PRESENT: Fire Chief Jake Bennett, Planning and Zoning Assistant Cathy Hunter, Council President Steve Bell, Brazil Times Editor Frank Phillips, Daniel Rose
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from August 22, 2018; seconded by Mayor Wyndham. The motion passed 2-0. Ruthann Jeffries abstained to due to absence on August 22nd.

FIRE CHIEF REPORT – Chief Jake Bennett
- 39 calls for service in July, 40 calls in August
- Probationary Firefighter Cody Garrison has completed his Firefighter Module A, B and C training and has one more to complete his Firefighter I and II certification. He is currently enrolled in EMT Basic course.
- Fire Department has been conducting walk-throughs of the Davis Building and Brazil Junior High School to preplan for emergencies.
- Firefighters were busy with community outreach in July and August including C.A.R.S. Car Seat clinic, YMCA Back to School Bash, YMCA Summer Camp, WWII Veteran Raymond Kerr’s homecoming, Main Street Movie night, National Night Out, and Cub Scout troops.
- Supply, attach hose, ground ladder and aerial testing were all completed in July and August.
NEW BUSINESS:
- Opioid Litigation – Joint Prosecution Agreement –The City of Brazil has agreed to pursue litigation, along with various other governmental entities, against the manufacturers and distributors of prescription opioids for causing the opioid crisis. Linda Messmer made a motion to approve the Opioid Litigation Joint Prosecution Agreement; seconded by Ruthann Jeffries. The motion passed 3-0.
- Resolution 4-2018-Rescinding Resolution 1-2018 – On April 25,2018, the Board of Works passed and adopted Resolution 1-2018, a Resolution Accepting Real Property regarding 235 N. Harrison Street. The City has made multiple attempts to coordinate transfer of the property with Ruth Ann DeCamp, owner of the property, but Ms. DeCamp has failed to execute the appropriate transfer documents. The City is no longer willing to accept this property. Ruthann Jeffries made a motion to approve Resolution 4-2018, a resolution rescinding Resolution 1-2018; seconded by Linda Messmer. The motion passed 3-0.
- Approval of purchase for new Police Vehicles – This discussion will be tabled until a Police representative is present to discuss.
- Cleanup – Ruthann Jeffries made a motion to approve the Cleanup list for 9/12/18; seconded by Linda Messmer. The motion passed 3-0.
- Mowing – Ruthann Jeffries made a motion to approve the Mowing list 9/12/18; seconded by Linda Messmer. The motion passed 3-0. Daniel Rose asked about how often the City can mow the property next to him on Meridian Street. Planning and Zoning Assistant Cathy Hunter said that it is on the list to be mowed 1 time per month.

- Clerk – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
- Utilities – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
