MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR FEBRUARY 14, 2018
A meeting of the Common Council was held on February 14, 2018 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
ROLL CALL: Steve Bell, Brad Deal, Roy Kellar, Shane Litz, Angie Modesitt, Mayor Brian Wyndham.
The Pledge to the Flag was led by Mayor Brian Wyndham.
OTHERS PRESENT: City Attorney Traci Orman, Deputy Clerk Melissa Dorsett, Fire Chief Jake Bennett, Humane Society Mgr. Michelle Cannava, Brazil Times Rep. Connie Adams, Harvey Roscoe
PRAYER was said by Steve Bell.
APPROVAL OF MINUTES: Steve Bell made a motion to approve minutes from 12/6/17 and 1/10/17; seconded by Shane Litz. The motion passed 4-0. Angie Modesitt abstained.
OLD BUSINESS:
- Humane Shelter – Mayor Wyndham met with the Humane Society and they have agreed to renew the existing contract with the City for $20,000. $15,000 has been appropriated for 2018 so Council will need to approve an additional appropriation for $5,000. Roy Kellar made a motion to approve the additional $5,000 in order to fully fund the Animal Control Contract between the City of Brazil and the Clay County Humane Society for $20,000 for 2018 and to pay the Humane Society the remainder of the 2017 Contract; seconded by Angie Modesitt. The motion passed 5-0. Mayor Wyndham thanked Humane Society Mgr. Michelle Cannava for her cooperation and looks forward to working with her and the Humane Society. An additional appropriation will be forthcoming once the Clerk-Treasurer prepares necessary paperwork.
- Slow-Children at Play Sign – Joseph and Indiana St. – There has been discussion about whether there is a need for a “Slow-Children at Play” sign at the corner of Joseph and Indiana St. Council members have looked at the area and feel that it is not a need right now.
NEW BUSINESS:
- Two Way Traffic on Kruzan St. – There has been discussion about making Kruzan St. into a two-way street. It is currently one way traveling east starting at Meridian St. and ending at Alabama St. Council members spoke to many residents around the area to get feedback on the issue. Street Superintendent Brian Bemis said that the street was not wide enough for two-way traffic. Mayor Wyndham was concerned about public safety issues. Fire Chief Jake Bennett said he was concerned about the flow of traffic increasing especially with kids walking to and from the YMCA. It is the consensus of the Council that the request to make Kruzan St. a two-way street is denied.
- Handicap Sign Removal – Ordinance 5-2015 was enacted to allow for a handicap parking spot designation in front of the residence located at 604 N. Walnut due to the previous resident qualifying. The property is ready to be sold and the prospective purchaser requested the handicapped parking spot designation to be removed. Brad Deal made a motion to suspend the rules on Ordinance 1-2018 and pass on 1st Reading; seconded by Angie Modesitt. The motion passed 5-0. Brad Deal made a motion to approve Ordinance 1-2018: An Ordinance Rescinding Ordinance 5-2015, allowing for the removal of a handicap parking spot to be removed in front of property at 604 N. Walnut; seconded by Angie Modesitt. The motion passed 5-0.
AUDIENCE COMMENTS: NONE
COUNCIL COMMENTS:
- Shane Litz was contacted by business owners regarding cracked windows on National Ave. due to snow plows. It has been determined that the snow plows were State owned. Mayor Wyndham said that business owners need to document the damage and that we will look into the situation to see what steps need to be taken.
- Steve Bell wanted to thank the Fire Dept. and Police Dept. for their professionalism in the past week with recent fires and events.
MAYOR COMMENTS:
- Mayor Wyndham said that he appreciates the hard work from everyone and is looking forward to some exciting projects coming. Mayor Wyndham also reminded everyone of the YMCA Fundraiser Event on Saturday night at the Fairgrounds.
