MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR MARCH 14, 2018
A meeting with the Board of Public Works was held on March 14, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman
OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Council Member Steve Bell
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: February 28, 2018; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
OLD BUSINESS: NONE
NEW BUSINESS:
- Agreement Regarding Placement of Wells on City Right of Way – MI Windows and Doors is working with IDEM through its Voluntary Remediation Program to formulate an approved investigation work plan and to monitor groundwater wells. Linda Messmer made a motion to approve the Agreement Regarding Placement of Groundwater Monitoring Wells on City Right of Way; seconded by Ruthann Jeffries. The motion passed 3-0.
- Lawn Maintenance Contract – The Lawn Maintenance contract is an agreement for Bemis Lawn Care to mow City lots in violation of Ordinance 4-2016. The City will pay Bemis Lawn Care $75.00 per mowing service performed for each parcel from May through October 2018. Linda Messmer made a motion to approve the Lawn Maintenance Contract between the City of Brazil and Bemis Lawn Care for 2018; seconded by Ruthann Jeffries. The motion passed 3-0.
- Phone Stipend – Steve McKenzie – Steve McKenzie has been engaged as the Building Inspector for the City of Brazil. After reviewing Resolution 8-2013, it is determined that Steve does not qualify to receive a monthly phone stipend, as his position is an independent contractor and the Ordinance requires the stipend is to go to a qualifying employee or elected official.

- Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
