MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR FEBRUARY 14, 2018
A meeting with the Board of Public Works was held on February 14, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman
OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Street/Cemetery Superintendent Brian Bemis, Council President Steve Bell, Council Member Roy Kellar, Fire Chief Jake Bennett, Brazil Times Representative Connie Adams
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: January 24, 2018; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
OLD BUSINESS:
- Amended Billy Goodrich Contract – Ruthann Jeffries made a motion to approve the Amended Professional Service Contract for Management of Outside Wastewater Contracts between the City of Brazil and Billy Goodrich; seconded by Linda Messmer. The motion passed 3-0. The amended agreement changes the payment schedule so that it will be bi-weekly and coincide with payroll and recognizes that one payment has already been made.
NEW BUSINESS:
- Open Mowing Proposals – Cemetery mowing proposals were sent out to JC Landscape, Lawn America and US Lawns. Two proposals were received and opened.
Lawn America – Total $46,000 (2 year)
Restlawn – $5,500 (per year)
Cottage Hill – $17,500 (per year)
US Lawns – Total $46,242 (2 year)
Restlawn – $5,781 (per year)
Cottage Hill – $17,340 (per year)
The City Attorney will take the bids under review. Bids will be awarded at the Board of Works meeting on February 28, 2018.
- Humane Shelter Contract – Mayor Wyndham stated that contract discussions with the Humane Society have gone well. Ruthann Jeffries made a motion to approve the Animal Control Contract for 2018 for a period of 1-year in the amount of $20,0000.00 with the City of Brazil and The Clay County Humane Society contingent on Council approving the additional $5,000 for the line item for the animal contract (to make the total amount $20,000) and to designate Mayor Wyndham as signatory to execute the contract once the Council approves the additional funds; seconded by Linda Messmer. The motion passed 3-0. The contract is the same as the contract from 2017.
MAYOR COMMENTS: Mayor Wyndham expressed thanks to Fire Chief Jake Bennett for his assistance with the Mayor’s stepdad over the weekend. Ruthann Jeffries commended the Fire and Police Departments for their work on recent fires at Meridian Towers and Mario Brothers.
WATER PROJECT: City Attorney Traci Orman gave an update on the Water Improvement Grant Project. Certificate of substantial completion is ready to be issued as well as the punch list to be prepared by Midwestern Engineers. Grading, seeding, paving will be completed in Spring 2018.

- Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
