MINUTES OF
THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR OCTOBER 14, 2026
A meeting with the Board of Public Works was held on October 14, 2026, at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Ruthann Jeffries.The Pledge was led by Ruthann Jeffries.
ROLL CALL: Linda Messmer, Ruthann Jeffries, Deputy Clerk – Treasurer Jill Bennett, City Attorney – Lou Britton, and Mayor Brian Wyndham – absent
OTHERS PRESENT: Cathy Hunter – Planning and Zoning Assistant, Planning and Zoning Administrator – Janet McClellan, Jake Bennett – Fire Chief, Code Enforcement Officer – Benny Boes, Dallas King – Water Superintendent, Tony Akles – Strand Associates, Shawnette Szekely – Water Superintendent, Steve Bender – CHA
APPROVAL OF MINUTES: The approval of minutes from September 23, 2026 were tabled until the next meeting due to the Mayor not being present today and Linda Messmer not being able to approve the minutes due to her missing the previous meeting.

OLD BUSINESS: None
NEW BUSINESS:
- Steve Bender with CHA was here to present change order for Graves Construction Services for the water improvement project. The change order was tabled due to the Mayor not being present to review the changes. There will a public hearing at the next meeting on this project.
- Ruthann Jeffries made a motion to approve the BOT committee meeting about proposals for the Lift Station and Sanitary Sewer Infrastructure Project, seconded by Linda Messmer. B&T proposal will be awarded during the next public meeting. Motion passed 2-0.
- Fire Chief Jake Bennett gave the August 2026 Fire Report. Report attached.
- Fire Chief Jake Bennett gave the September 2026 Fire Report. Report attached. Linda Messmer asked Jake Bennett about the tree still being down by the walking track. He said his department did not deal with that tree that was taken down by the storm quite a while ago. Ruthann Jeffries wanted it noted that it was still laying there.
- Linda Messmer made a motion to approve the Mow list that is attached for October 14, 2026, seconded by Ruthann Jeffries. Motion passed 2-0.
- Linda Messmer made a motion to approve the Cleanup list that is attached for October 14, 2026, seconded by Ruthann Jeffries. Motion passed 2-0.
CLAIMS:
- Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries. The motion passed 2-0.
- Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer. The motion passed 2-0.
FUTURE AGENDA ITEMS:
- The next meeting will be held November 18, 2026 at 10:00 a.m. in the Council Chambers due to the office being closed on November 11, 2026 for Veteran’s Day.
ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded
by Ruthann Jeffries. The motion passed 2-0. The meeting was adjourned at 10:36 a.m.
