MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JULY 12, 2017

A meeting of the Common Council was held on July 12, 2017 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.

ROLL CALL: Steve Bell, Roy Kellar, Shane Litz, Angela Modesitt, Mayor Wyndham; Brad Deal was absent.

The Pledge to the Flag was led by Mayor Wyndham.

OTHERS PRESENT: City Attorney Traci Orman, Clerk Treasurer Karen McQueen, Atty. James Deal, Shelby Baker, Frank Swearingen, Georgia Day, Rick Wyndham, Jenna Grigsby, Mike and Ramona Holland, Frank Phillips of the Brazil Times

PRAYER was said by Roy Kellar.

APPROVAL OF MINUTES: Shane Litz made a motion to approve minutes from June 14, 2017; seconded by Roy Kellar.  The motion passed 4-0.

AUDIENCE COMMENTS:

  • Mike and Ramona Holland were present to discuss parking in front of the library.  They would like to see the book box moved to the other side of the road or inside the fence.  They said that Library personnel are continuing to police people off who park in front of the box.  Council discussed the issue. Council members would like a copy of Ordinance 1-2016 and a letter sent to the Library stating that they cannot ask people to move vehicles and that they should consider moving the drop box off of the road.
  • Jenna Grigsby of 1315 N. Sherman would like to have signs put up that say Children at Play. Council will talk with the Street Supervisor to have these installed.

OLD BUSINESS:

  • Morris Manufacturing – Tax abatement – Real Property CF1’s – Morris Manufacturing has exceeded original numbers and has shown compliance. Roy Kellar made a motion to approve the CF1’s for Morris Manufacturing for Resolution 2010-8; seconded by Shane Litz.  The motion passed 4-0.
  • Morris ManufacturingTax abatement – Real Property CF1’s – Morris Manufacturing has exceeded original numbers and has shown compliance. Roy Kellar made a motion to approve the CF1’s for Morris Manufacturing for Resolution 2013-4; seconded by Shane Litz.  The motion passed 4-0.

NEW BUSINESS:

  • Britt Aero/Britt Tool, Inc. – Tax abatement – Real Property – Shane Litz made a motion to approve a 10 year real property tax abatement for Britt Aero; seconded by Angie Modesitt. The motion passed 4-0.
  • Britt Aero/Britt Tool, Inc. – Tax abatement – Personal Property – Shane Litz made a motion to approve a 7 year personal property tax abatement for Britt Aero; seconded by Angie Modesitt.  The motion passed 4-0.
  • Set Up August Budget Work Session – Budget Work Sessions will be August 15th from 10-12 and 1-3pm.
  • Keystone Payment – Council has agreed to do an additional appropriation out of cash reserves for payment to Keystone for the new software program.

COUNCIL COMMENTS: 

  • Steve Bell – wondering about progress with New Hope. Mayor Wyndham stated that New Hope is starting on the old junior high school
  • Steve Bell – asked about the new rates for water and wanted to know if we need to revisit the rates or if things are going well.
  • Roy Kellar – asked for an update on paving with Wabash Valley. They have 120 days to complete the project.

MAYOR COMMENTS: Mayor Wyndham said that the intent of the City is to apply for $1 million in funds for 2018 with a $250,000 match from the City.

ADJOURNMENT: Shane Litz made a motion to adjourn meeting; seconded by Angie Modesitt.  The motion passed 4-0.  Meeting adjourned at 5:45 p.m.
