MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 23, 2017

A meeting with the Board of Public Works was held on August 23, 2017 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT:  Wastewater Superintendent Billy Goodrich, Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Police Chief Clint McQueen

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: August 9, 2017; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS:  NONE

POLICE CHIEF REPORT:  Police Chief Clint McQueen

  • 682 calls for service in July which led to 60 investigations, 17 arrests, 52 tickets, 49 warnings and 21 crashes
  • National Night Out was a success. It was well attended and a record year.
  • Ruthann Jeffries asked about the rules for dogs in the City limits. Chief McQueen said that they are required to have food, water and shelter and if an owner is noncompliant the Humane Shelter will be called.

NEW BUSINESS:

  • Anthem Contract for Online User Agreement –The agreement allows the City to access Anthem Employee website and make changes as needed online. Ruthann Jeffries made a motion to approve the agreement with Anthem and designate Mary Jo Archer to have online access to make changes as needed; seconded by Linda Messmer.  The motion passed 3-0.
  • Water Grant-Dashiell Contracting, Inc. – Ruthann Jeffries made a motion to approve the contract between the City of Brazil and Dashiell Contracting for the Water Grant project and to authorize Mayor Wyndham to sign any future documents, and to approve and sign the Notice to Proceed once all necessary papers have been received; seconded by Linda Messmer. The motion passed 3-0.
  • Mowing List – Linda Messmermade a motion to approve the mowing list for 8/23/17; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Cleanups – Linda Messmermade a motion to approve the cleanup list for 8/23/17; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Water Adjustment for Jackson Twp. Elementary – Jackson Twp. Elementary sewer line is hooked into the K & H (Knightsville and Harmony) sewer district line. In July, employees at the Brazil Treatment plant made a mistake and turned off both of K & H’s lines which made sewage back up and caused the pumps for Jackson Twp. Elementary to run constantly.  The result was an exceedingly high bill.  K & H gave Jackson an adjustment and is now asking the City of Brazil for an adjustment.  Linda Messmermade a motion to approve an adjustment to K & H for Jackson Twp. Elementary; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • 608 N. Columbia – Unsafe Building – The property at 608 N. Columbia was previously condemned, but property owner Vinod Gupta transferred the property before it was finalized. Unsafe Building notice was given via certified mail, and owner refused to sign.  Notice has been published.  Ruthann Jeffries made a motion to approve 608 N. Columbia as an Unsafe Building; seconded by Linda Messmer.  The motion passed 3-0

  • Clerk – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
  • Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
