MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR JUNE 8, 2016
A meeting with the Board of Public Works was held on June 8, 2016 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Linda Messmer, Ruthann Jeffries
OTHERS PRESENT: Planning and Zoning Administrator Teresa Glenn, Wastewater Superintendent Billy Goodrich, Brazil Times Representative Frank Phillips, Zack Chambers of Greener Scenes,LLC
PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.
APPROVAL OF MINUTES: Linda Messmer made a motion to approve May 25, 2016 minutes; seconded by Ruthann Jeffries. The motion passed 3-0.
AUDIENCE COMMENTS: Update on 726/728 N. Meridian – Waiting on contract.
OLD BUSINESS: NONE
NEW BUSINESS:
1.) Request for external water meter – Greener Scenes, LLC – Zack Chambers was present representing Greener Scenes LLC, located at 12 West National Avenue. Greener Scenes is a new commercial venture coming to Brazil, and will be using aquaponics to grow local, sustainable produce and fish year round in a controlled indoor environment. Mr. Chambers asked for an external water meter for the indoor greenhouse. The meter pit would need to be installed by the City and there would need to be an impact fee for this service. Ruthann Jeffries asked about using the existing meter and waiving the sewer fee. Mr. Chambers responded that he will need the sewer due to regular use. Mayor Wyndham will ask Water Superintendent Shawnette Szekely about cost for the pit, meter and impact fees. Greener Scenes is hoping to open the third week of July. The City agreed to put in new service for water use only and will advise Mr. Chambers as to the size of the meter and cost.
2.) Cintas Contract – Mayor Wyndham presented the Contract Proposal between the City of Brazil and Cintas. The contract is for cleaning and bathroom supplies for City Hall. After a cost analysis by Mayoral Assistant Susan Patterson, it has been determined that a contract with Cintas would save the City $75.00 per month. Ruthann Jeffries made a motion to approve the contract for 3 years between the City of Brazil and Cintas Corporation for cleaning and bathroom supplies; seconded by Linda Messmer. The motion passed 3-0.
3.) Clean Up List – Planning and Zoning Administrator Teresa Glenn presented pictures and a list of properties for cleanup. Ruthann Jeffries made a motion to approve the Clean Up List for June 8, 2016; seconded by Linda Messmer. The motion passed 3-0.
4.) Purchase of GIS Software License – Wastewater Superintendent Billy Goodrich requested GIS (Geographic Information System) software for the Wastewater Department for mapping storm water and waste water lines in the City. Linda Messmer made a motion to approve the purchase of GIS Software and approve Mayor Wyndham as signatory on the contract; seconded by Ruthann Jeffries. The motion passed 3-0.
CLAIMS:
Clerk’s Office – Linda Messmer made a motion to approve all claims except #42457 until correct amount is verified by Clerk. Ruthann Jeffries seconded. The motion passed 3-0.
Utilities’ Office –Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 3-0.
