MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR MAY 24, 2017

A meeting with the Board of Public Works was held on May 24, 2017 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman
OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Planning and Zoning Administrator Janet McClellan, Police Chief Clint McQueen, Council Member Steve Bell, Shelby Baker, Andrew and Tammy Wildman, Daniel Rose, Charles Nevins, Brazil Times Representative Pete Wilson
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: May 10, 2017; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.

OLD BUSINESS: NONE
NEW BUSINESS:
1.) Agreement for Engineering Services – Façade Improvements – The City of Brazil intends to make an application to the Indiana Office of Community and Rural Affairs for Façade Improvements for various downtown buildings. As a result, the City requires Engineering/Architectural services, including meetings with downtown business property owners, itemized cost estimates, mapping, drawings and 2 public hearings. Compensation for these planning services are not to exceed $4,900, to be invoiced by Midwestern Engineers on a monthly basis. September 1st is the deadline to apply for the Façade Grant, which will be an 80/20 match, with 20% paid by the property owner. Ruthann Jeffries made a motion to approve the Agreement for Engineering Services for Façade Improvements Project with the City of Brazil and Midwestern Engineers to do the preliminary work for the grant application; seconded by Linda Messmer. The motion passed 3-0.
2.) 12 Point Technology IT Contract – The City is in need of IT Services during the transition of accounting software and after transition on an as needed basis. Ruthann Jeffries made a motion to approve the Computer Systems Agreement between 12 Point Technology, (Brent Cash) and the City of Brazil for 1 payment of $2,040 for 24 service labor hours; seconded by Linda Messmer. The motion passed 3-0.
3.) GIS Proposal for Wastewater – Wastewater Superintendent Billy Goodrich explained that the old system of mapping sanitary, storm and water layers is outdated and needs to be converted to GIS digital mapping. WTH Technology proposed a price of $2,100 to import sanitary, water and storm utility data in to the Think GIS system. Linda Messmer made a motion to approve the Proposal from WTH Technology prepared for Brazil Wastewater to provide Think GIS Data Development; seconded by Ruthann Jeffries. The motion passed 3-0.
4.) Approve Mowing List – Ruthann Jeffries made a motion to approve the mowing list for 5/24/17; seconded by Linda Messmer. The motion passed 3-0.
POLICE CHIEF REPORT: Chief Clint McQueen, April Report
• Police received 641 calls for service in April and responded to 71 investigations, 20 arrests, 98 tickets, 49 warnings and 11 crashes
• Chief McQueen said the Police Department is ready for a busy summer with lots of 5K’s and Festivals.
• Chief McQueen said that having 2 detectives is working out well.
PZ REPORT: Administrator Janet McClellan
• Andrew and Tammy Wildman, property owners of 703 S. Walnut Street, were present to discuss the progress of their property clean up. The Wildmans had originally been given a May 1st deadline but PZ Administrator Janet McClellan noted the progress and effort of the Wildmans. Mayor Wyndham stated that as long as they are working on the property, and we see the effort, the City is willing to work with them.
• Charles Nevins asked about the property on 721 Mechanic Street. Janet said that it will be coming down soon.
