MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR APRIL 13, 2016

 

A meeting with the Board of Public Works was held on April 13, 2016 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Linda Messmer, Ruthann Jeffries, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Planning and Zoning Assistant Charity Norris, Wastewater Superintendent Billy Goodrich, Street Superintendent Brian Bemis, Fire Chief Jake Bennett, Asst. Chief Roy Kellar, Asst. Chief Tobey Archer,  Police Chief Clint McQueen, Daniel Rose, Brazil Times Representative Frank Phillips

PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve March 23, 2016 minutes; seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS:  NONE

OLD BUSINESS:

1.) IVC Fire Protection Contract- Ruthann Jeffries made a motion to approve the Agreement for Fire Protective Services between the City of Brazil and IVC Clay County Realty, LLC and IVC Industrial Coatings Inc. for the provision of fire suppression and prevention services by the Brazil City Fire Department; seconded by Linda Messmer.  The motion passed 3-0.

 

FIRE CHIEF REPORT: Fire Chief Jake Bennett

1.) Chief Bennett reported on recent fires on Sherman St. and 703 S. Walnut St.  He reported that his guys did a great job trying to handle the fires and thanked the Police Department for helping with traffic control.

2.) ISO Rating Report – Chief Bennett explained the importance of the ISO rating and its impact on the community.  He also recognized the work of Asst. Chief Roy Kellar (26 years of service) and Asst. Chief Tobey Archer (20 years of service). The Brazil City Fire Department has a current ISO Rating of 5 and explained that keeping a low ISO rating benefits the entire community and is a significant achievement for our department.  A low ISO rating also lowers insurance costs for the City.

 POLICE CHIEF REPORT: Police Chief Clint McQueen

1.) Chief McQueen commented on what a great job the Fire Department did on the fire at 703 S. Walnut St.

2.) The Police Department responded to 370 incidents in March, with the most frequent being traffic stops, suspicious activity/person/noise/vehicle, assisting person/agencies, animal complaints and domestic disputes.

 

Mayor Wyndham asked about the transition of dispatch to the County.  Chief McQueen and Jake Bennett both responded that it is going well, with just a few kinks to work out.  Chief McQueen stated that there is a Records Clerk available Monday through Friday from 8:30-2:30 in the Police Department, and information is available to the public any time after those hours.  Burn permits can also be acquired during business hours, or online.

 

NEW BUSINESS:

1.) Approval of Clean-Up Properties – Ruthann Jeffries made a motion to approve the clean up property list for April 13, 2016; seconded by Linda Messmer.  The motion passed 3-0.

2.) Comprehensive Planning Study: Contract with State of Indiana(through OCRA)– The Grant Agreement  between State and the City of Brazil will enable OCRA to make a grant from the federal Community Development Block Grant Program in the amount of $36,000.00 to the City of Brazil for costs associated with the Comprehensive Planning Study(Planning Grant).  The City has a $4,000.00 match.  Linda Messmer made a motion to approve the Grant Agreement between State and the City of Brazil; seconded by Ruthann Jeffries.  The motion passed 3-0.

3.) Ratio Invoice – Ruthann Jeffries made a motion to approve payment on an invoice from RATIO Architects, Inc. in the amount of $21,600.00 for services provided on the Brazil Downtown Revitalization Plan; seconded by Linda Messmer.  The motion passed 3-0.

4.) W.C.I.E.D.D. Invoice – Linda Messmer made a motion to approve payment in the amount of $3,000.00 to W.C.I.E.D.D. for services related to the establishment of the Southwestern EDA in the City of Brazil; seconded by Ruthann Jeffries. This invoice is to be paid out of the 2016 Bond.   The motion passed 3-0.

5.) Paving: Notice of Award – Agreement between Owner and Contractor – Bids were received and taken under advisement for the 2016 Street Repaving Project.  Ruthann Jeffries made a motion to award the 2016 Street Repaving Project to Dave O’Mara Contractor, Inc. and to approve the Agreement between the City of Brazil and Dave O’Mara and the notice of award; seconded by Linda Messmer.  The motion passed 3-0.

6.) GAI- Paving Study-Phase II-A, Amendment No. 1 –This is an amendment for the addition of construction inspection to be performed throughout the paving work to be performed by Dave O’Mara.  The amount of this service is $25,000.  The money for these services is to be paid out of the 2016 Bond.  Ruthann Jeffries made a motion to approve the Paving Study-Phase II-A, Amendment No. 1; seconded by Linda Messmer.  The motion passed 3-0.

7.) Approval of Easements for Hollybrook – Ruthann Jeffries made a motion to approve all easements for water, sewer and a lift station for Hollybrook; seconded by Linda Messmer.  The motion passed 3-0.

Clerk’s Office – Linda Messmer made a motion to approve. Ruthann Jeffries seconded.  The motion passed 3-0.

Utilities’ Office –Ruthann Jeffries made a motion to approve.  Linda Messmer seconded.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  Meeting adjourned at 11:03 a.m.  The motion passed 3-0.
