MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR FEBRUARY 8, 2017

A meeting with the Board of Public Works was held on February 8, 2017 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Clerk Treasurer Karen McQueen
OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Police Chief Clint McQueen, Fire Chief Jake Bennett, Council Member Steve Bell, Council Member Roy Kellar, Mark Sullivan of Midwestern Engineers, Daniel Rose
PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.
APPROVAL OF MINUTES: January 25, 2017 minutes; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
AUDIENCE COMMENTS:
• Daniel Rose asked for an update on the Villas of Hollybrook Water and Wastewater improvements. Mayor Wyndham explained that the situation has been resolved.

FIRE CHIEF REPORT: Chief Jake Bennett
January Report
• The Fire Department had 54 calls for services in January including 2 structure fires.
• The Fire Department and Red Cross have formed a direct partnership to conduct a perpetual Home Fire Campaign in Brazil City and Brazil Township.
• Assistant Chiefs are conducting annual Personal Protective Equipment inspections with firefighters.
• Firefighters are training on a new Automatic External Defibrillator and Rope Rescue Equipment, and also reviewing Cancer Prevention training videos.
• The lead engine and reserve engine were both out of service in late December. Both engines have been repaired and are back in service.

NEW BUSINESS:
1.) Water Improvements Project-Agreement for Engineering Services-Midwestern Engineers – Mark Sullivan was present to represent Midwestern Engineers and to discuss the City’s agreement, including the payment schedule, with Midwestern Engineers for the Water Improvements Project. Improvements included in the Project will include new 4-inch and 6-inch water lines in the Project Area, replacement and addition of fire hydrants, new isolation valves, re-connection of existing water customers, grading, seeding, and any necessary paving restoration. This is part of the City’s Water grant project with OCRA (WW-14-503). Linda Messmer made a motion to approve the Agreement for Engineering Services for Water Improvements Project between the City of Brazil and Midwestern Engineers, Inc. for $95,500; seconded by Ruthann Jeffries. The motion passed 3-0.
2.) Approval for Patriot Engineering and Environmental Invoice – This was an invoice for services for hazardous material and asbestos inspection at the Phase III Flood Buyout homes and one Phase II home (7 total properties). The payment for this will be submitted to FEMA for 75% reimbursement under the grant. Ruthann Jeffries made a motion to approve invoice number 96871 for Asbestos Hazmat Surveys provided through 2/6/17; seconded by Linda Messmer. The motion passed 3-0.
3.) Approval for GAI Invoice – Paving Study Phase II – This invoice was for inspection services of GAI after completion of paving. Linda Messmer made a motion to approve invoice number 2108455 from GAI Consultants for professional services from 9/18/16 to 12/17/16 for the City of Brazil Paving Study Phase II; seconded by Ruthann Jeffries. The motion passed 3-0. Payment will come out of the 2016 Bond.
4.) Employee Handbook Update – Ruthann Jeffries made a motion to approve updates to the employee handbook; seconded by Linda Messmer. The motion passed 3-0.

CLAIMS:
Clerk’s Office – Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 3-0.
Utilities’ Office – Linda Messmer made a motion to approve except for 2 adjustments. Ruthann Jeffries seconded. The motion passed 3-0.
