MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR OCTOBER 12, 2016

A meeting with the Board of Public Works was held on October 12, 2016 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Ruthann Jeffries.
ROLL CALL: Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett
OTHERS PRESENT: Planning and Zoning Administrator Teresa Glenn, Police Chief Clint McQueen, Council Member Steve Bell, Van Baker of Van Hoy and Sons, Daniel Rose
PLEDGE: The pledge to the Flag was lead by Ruthann Jeffries.
APPROVAL OF MINUTES: September 28, 2016 minutes tabled.

OLD BUSINESS: NONE

NEW BUSINESS:
1.) Approval of FEMA Phase II Invoice – Wheeler Appraisals (Tews 250 E Short St.) – Property at 250 E. Short St. was originally in Phase II. The City is now ready to purchase the property and will have to be appraised. Linda Messmer made a motion to approve invoice #16124 from Wheeler Appraisals for an appraisal on 250 E. Short St. for $350.00; seconded by Ruthann Jeffries. The motion passed 2-0.
2.) Approval of McCullough Excavating & Silt Removal – BEP homes – Planning and Zoning Administrator Teresa Glenn stated that all of the BEP homes are demolished and that McCullough Excavating is doing a great job. The invoice presented is for payment of ½ of the $76,100 bid for the BEP Demolition Project. Linda Messmer made a motion to approve payment of invoice #3853 from McCullough Excavating for removal of unsafe structures in the City of Brazil for $38,050.00; seconded by Ruthann Jeffries. The motion passed 2-0.
3.) Approval of Van Hoy and Midwestern Engineers invoices – Van Baker of Van Hoy and Sons provided an update on the Water and Wastewater Improvements for the Villas of Hollybrook. Mr. Baker said that they are ready for the lift station, and working with Duke on electricity. Mr. Baker is hopeful to be finished with the Water and Wastewater improvements by the end of October. Linda Messmer made a motion to approve Pay Application No. 3 for $84,137.00 to Van Hoy & Son’s Contracting Inc., and No. 4 for $9,056.01 to Midwestern Engineers; seconded by Ruthann Jeffries. The motion passed 2-0.
4.) Affirmation of Unsafe Building Order – Planning and Zoning Administrator Teresa Glenn asked for approval of an unsafe building order on property owned by Vino Gupta at 608 N. Columbia St. Linda Messmer made a motion to approve the Affirmation of Unsafe Building Order for 608 N. Columbia Street; seconded by Ruthann Jeffries. The motion passed 2-0.

PLANNING AND ZONING REPORT: Teresa Glenn
• All of the BEP houses are down.
• Phase III of the FEMA Flood Buyout has been approved and the City is ready to make offers on the properties.
Ruthann Jeffries asked if the BEP properties can be sold. Teresa Glenn stated that she and the City Attorney are working out the details. Ruthann also asked if there is a timeline on the rehab of the old Jr. High. Teresa said no, but that they property owners want to get started on the rehab right away.

POLICE CHIEF REPORT: Chief Clint McQueen
• Chief McQueen gave a summary of August and September Police Activities. Police had 585 calls for service in August, and 624 calls for service in September.
• Speeding tickets are down for August and September, and Chief McQueen is confident that people are starting to slow down.
• The City will be gaining a new detective (chosen from a current patrol officer) in January, as well as a 14th officer.

Utilities’ Office –Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 2-0.
