MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR SEPTEMBER 13, 2017

 

A meeting of the Common Council was held on September 13, 2017 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

 

ROLL CALL: Steve Bell, Roy Kellar, Shane Litz, Angela Modesitt, and Mayor Brian Wyndham. Councilman Brad Deal was not in attendance.

The Pledge to the Flag was led by Mayor Brian Wyndham.

 

OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, Brad Emmert, Alexis Souder and  Pete Wilson of the Brazil Times.

 

PRAYER was said by Roy Kellar.

 

APPROVAL OF MINUTES: Steve Bell made a motion to approve minutes from August 9, 2017; seconded by Shane Litz. Passed 4-0.

 

AUDIENCE COMMENTS: None

OLD BUSINESS:

  • Ordinance 10-2017: Amending Ordinance 9-2008 (Utility Budget, Bank recs, etc.) – Steve Bell made a motion to approve first reading of Ordinance 10-2017, seconded by Shane Litz. Passed 4-0.
  • Ordinance 8-2017: Animal Registration. It was discussed and decided that the revenues from animal registration would go into the General Fund. Steve Bell made a motion to approve the first reading of Ordinance 8-2017, seconded by Roy Kellar.  Passed 4-0.

 

NEW BUSINESS:

  • Emmert Tax Abatement: Resolution 9-2017 (Personal Property) – Brad Emmert present to discuss tax abatement with council. Shane Litz made a motion to approve a 7 year tax abatement, seconded by Steve Bell.  Passed 4-0.
  • KIHM Tax Abatement: Resolution 10-2017 (Personal Property) – Alexis Sounder present to discuss abatement with council. Shane Litz made a motion to approve a 10 year tax abatement, seconded by Angie Modesitt.  Passed 4-0.
  • Ordinance 11-2017: An Ordinance to regulate and control the excavation and restoration of paving (street cuts). Roy Kellar made a motion to suspend the rules and pass Ordinance 11-2017 on the first reading, seconded by Angie Modesitt.  Passed 4-0.  Roy Kellar then made a motion to approve Ordinance 11-2017, seconded by Angie Modesitt.  Passed 4-0.
  • Ordinance 12-2017: Skate Park. Ordinance to re-establish control to be transferred from the Mayor’s office to the Park board.  Steve Bell made a motion to suspend the rules and pass Ordinance 12-2017 on the first reading, seconded by Shane Litz.  Passed 4-0.  Steve Bell then made a motion to approve, seconded by Shane Litz.  Passed 4-0.
  • Ordinance 13-2017: First Reading and Public Hearing of the 2018 Budget. 2018 City of Brazil Budget was discussed by Council.  Public Hearing for the 2018 Budget was opened up at 6:02 p.m.  Public Hearing for the 2018 Budget was then closed at 6:03 p.m. with no comments.  Shane Litz made a motion to approve the 2018 Budget on the first reading, seconded by Steve Bell.  Passed 4-0.
  • Ordinance 14-2017: Salary Ordinance Mayor. Discussion held by council.  Shane Litz made a motion to approve first reading, seconded by Steve Bell.  Passed 4-0.
  • Ordinance 15-2017: Salary Ordinance Clerk-Treasurer. Discussion held by council.  Shane Litz made a motion to approve first reading, seconded by Steve Bell.  Passed 4-0.
  • Ordinance 16-2017: Salary Ordinance Council. Discussion held by council.  Shane Litz made a motion to approve first reading, seconded by Steve Bell.  Passed 4-0.
  • Ordinance 17-2017: : Salary Ordinance Police. Discussion held by council.  Shane Litz made a motion to approve first reading, seconded by Steve Bell.  Passed 4-0.
  • Ordinance 18-2017: Salary Ordinance Fire. Discussion held by council.  Shane Litz made a motion to approve first reading, seconded by Steve Bell.  Passed 4-0.
  • Ordinance 19-2017: Salary Ordinance Appointees / Employees. Discussion held by council.  Shane Litz made a motion to approve first reading, seconded by Steve Bell.  Passed 4-0.
  • Nancy Applegate – 210 N. Meridian St. – “Do Not Block Drive,” sign request. Council agreed to have signed installed.

 

COUNCIL COMMENTS: None 

 

MAYOR COMMENTS: Mayor Wyndham requested that we prepare an Additional Appropriation for $140,000 on the purchase of the Duke Energy Building for the next meeting on October 4, 2017.

 

ADJOURNMENT: Roy Kellar made a motion to adjourn meeting; seconded by Angie Modesitt.  The motion passed 4-0.  Meeting adjourned at 6:43 p.m.
