MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR APRIL 12, 2017

A meeting of the Common Council was held on April 12, 2017 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Angie Modesitt.
ROLL CALL: Steve Bell, Brad Deal, Roy Kellar, Shane Litz, Angela Modesitt. Mayor Brian Wyndham was absent.
The Pledge to the Flag was led by Angie Modesitt.
OTHERS PRESENT: City Attorney Traci Orman and Clerk-Treasurer Karen McQueen
PRAYER was said by Brad Deal.
APPROVAL OF MINUTES: Brad Deal made a motion to approve minutes from March 15, 2017; seconded by Steve Bell. The motion passed 5-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: NONE

NEW BUSINESS:
1.) Petition to Vacate Street – Habitat for Humanity

518 East Ridge, Jim Deal present to ask for Petition to close part of Harrison Street. Brad Deal made a motion to pass Ordinance #2-2017, seconded by Steve Bell. Passed 5-0. Brad Deal then made a motion to pass Ordinance #2-2017, seconded by Steve Bell. Passed 4-1. Angie Modesitt abstained.

2.) Ordinance 1-2017 – Police Impound Release Fee

Chief Clint McQueen present to discuss the proposed Ordinance with council. He explained that this Ordinance would be more of an enforcement action with fines for law breakers. $100.00 Fine would be a deterrent and a way to pay for administrative costs assessed with impounding. Shane Litz made a motion to suspend the rules and pass Ordinance #1-2017, seconded by Brad Deal. Passed 5-0. Shane Litz then made a motion to pass Ordinance #1-2017, seconded by Brad Deal. Passed 4-1, Angie Modesitt Nay due to the amount.

3.) Resolution for Comprehensive Plan

Taylor, Siefer, Williams completed this plan. Resolution #4-2017 approving Comprehensive Plan Study, Roy Kellar made a motion to approve Resolution #4-2017, seconded by Steve Bell. Passed 5-0.

COUNCIL COMMENTS:

Roy Kellar – A constituent approached him and commented that there is a truck that has been on the sidewalk at Circle C Repair with flat tires and would like to see this truck removed. Chief McQueen said he would have it removed.

Brad Deal – Would also like to see a vehicle on Columbia Street near his home removed as well.

Angie Modesitt – She had questions about tax leins and property clean-ups.

MAYOR COMMENTS: NONE

ADJOURNMENT:
Brad Deal made a motion to adjourn meeting; seconded by Roy Kellar. Motion passed 5-0. Meeting adjourned at 5:51p.m.
