MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR FEBRUARY 11, 2015

A meeting with the Board of Public Works was held on February 11, 2015 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham .
ROLL CALL: Mayor Wyndham, Linda Messmer, Ruthann Jeffries, City Attorney Traci Orman and Deputy Clerk Melissa Dorsett
OTHERS PRESENT: Planning & Zoning Administrator Teresa Glenn, Assistant Office Manager Sheryl Hill, Wastewater Superintendent Billy Goodrich, Fire Chief Jake Bennett, Police Chief Clint McQueen, Brazil Times Representative Ernest Rollings, JD Burk, Ted Slack, Jeff Bastin of Bastin Logan Water Services, Matthew Pierce of Hannum, Wagle & Cline Engineering, Daniel Rose

PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.

APPROVAL OF MINUTES: January 28, 2015, Linda Messmer made a motion to approve. Ruthann Jeffries seconded. The motion passed 3-0.

NEW BUSINESS:
1.) Approval of invoices from Flood Buyout-Phase I (closing fees) Sipp- Ruthann Jeffries made a motion to approve the real estate closing and recording fees for the Sipp home. Linda Messmer seconded. The motion passed 3-0.
2.) Approval of invoices from Flood Buyout-Phase 2 (closing fees) House- Ruthann Jeffries made a motion to approve the real estate closing and recording fees for the House home. Linda Messmer seconded. The motion passed 3-0.
3.) J.D. Burk –Car Wash Adjustment – Ruthann Jeffries made a motion to give J.D. Burk a discount for 2500 cubic feet of wastewater for 3 months, which will allow the lines to drip so they won’t freeze. Linda Messmer seconded. The motion passed 3-0.
4.) Slacks –Car Wash Adjustment- Ruthann Jeffries made a motion to give Ted Slack a discount for 2500 cubic feet of wastewater for 3 months which will allow the lines to drip so they won’t freeze. Linda Messmer seconded. The motion passed 3-0.
5.) Water Bid Opening – Matthew Pierce, of Hannum, Wagle and Cline Engineering opened 3 quotes for a High Service Pump for the City of Brazil Water Treatment Plant. –

Mitchell & Stark Construction, Medora, IN – Base Bid-$92,500 Alternate #1-$26,800
Alternate #2- $7,000 (credit)

Infrastructure Systems Inc., Orleans, IN – Base Bid-$83,000
Alternate #1- $23,200
Alternate #2- $8,500 (credit)

Bastin Logan Water Services, Franklin, IN- Base Bid -$74,348

Alternate #2-$10,000 (credit)
The bids will be taken under review and discussed at the next Board of Works Meeting.
6.) Resolution 1-2015- Refusal of Credit Cards – The Utilities Office currently allows payments for water and wastewater bills by credit cards. There have been instances where the office has accepted payment by credit card which payment has later been revoked by the credit card company. Resolution 1-2015 would allow the Utilities Office the right to refuse a credit card if the card has been used and previously revoked. Ruthann Jeffries made a motion to approve Resolution 1-2015, refusing use of a credit card by a customer for payment of a Utility bill when there has been previous incident of revocation of payment by the credit card company. Linda Messmer seconded. The motion passed 3-0.
7.) Approval of Quit Claim Deed regarding roads for paving – The City has identified a few more roads to add to the paving project. The City has to deed the roads to the Brazil Redevelopment Authority pursuant to the terms and conditions of the Lease. Ruthann Jeffries made a motion to approve the Quit Claim Deed which amends the list of roads for paving. Linda Messmer seconded. The motion passed 3-0.
8.) Approval for property cleanups- Teresa Glenn, Planning and Zoning Administrator, presented properties for cleanup approval. Properties at 221 E. Ridge and 436 N. Pine have been abated. Ruthann Jeffries made a motion to approve cleanup at 816 S. Grant St, and 612 S. Grant St. (pending the March Commissioner’s Sale). Linda Messmer seconded. The motion passed 3-0.

POLICE CHIEF REPORT: Chief Clint McQueen
-The Police Department responded to 466 police incidents in January 2015.
-Office Young has approximately 4 more weeks of Police Academy Training.
-An exploratory committee has been formed to determine the feasibility of combining
City Police and County Sheriff Dispatch. Chief McQueen, Captain Archer and Mayor
Wyndham are part of the committee.

CLAIMS:
1.) Clerk’s Office – Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 3-0.
2.) Utilities’ Office – Linda Messmer made a motion to approve. Ruthann Jeffries seconded. The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer; seconded by Ruthann Jeffries. Meeting adjourned at10:35 a.m. The motion passed 3-0.
