MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR DECEMBER 10, 2014

A meeting with the Board of Public Works was held on December 10, 2014 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham .
ROLL CALL: Mayor Wyndham, Linda Messmer, Ruthann Jeffries and Deputy Clerk Melissa Dorsett
OTHERS PRESENT: Planning and Zoning Administrator Teresa Glenn, Fire Chief Jake Bennett, Police Captain Dennis Archer, Council Member Carrol Evans, Ernest Rollings, Reporter for the Brazil Times, Daniel Rose, Mark Adamson.
PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.
APPROVAL OF MINUTES: November 26, 2014, Ruthann Jeffries made a motion to approve. Mayor Wyndham seconded. The motion passed 2-0.
AUDIENCE COMMENTS: Daniel Rose asked about the City’s switch from Ceres to Shell for gas. Mayor Wyndham stated that the tracking system is more controllable with Shell, and record keeping is much easier.
OLD BUSINESS: NONE
NEW BUSINESS:
1.) Mark Adamson-Sewer Adjustment – Mark Adamson asked for a 10% sewer adjustment for the year. Linda Messmer made a motion to renew the 10% sewage discount adjustment. Ruthann Jeffries seconded. The motion passed 3-0.
2.) Notice to Proceed-Sign Replacement – INDOT is mandating that street signs be up to new standards of reflectivity. INDOT will provide funding for this project. Authorization has come from INDOT to begin work on the sign replacement project. Teresa Glenn, Planning and Zoning Administrator, is asking for approval of the Notice to Proceed from Hannum, Wagle & Cline Engineering to proceed with the design work for the project. Ruthann Jeffries made a motion to approve the Notice to Proceed from Hannum, Wagle & Cline Engineering so they can begin design work for the project. Linda Messmer seconded. The motion passed 3-0.

FIRE CHIEF REPORT: Fire Chief Jake Bennett
1.) Assistant Chief Tobey Archer, Union President Raymond Staub and Health and Safety Committee Member Firefighter Seth Haviland and Fire Chief Jake Bennett attended the 3rd Annual Firefighter Wellness and Fitness Symposium in Indianapolis.
2.) Wellhead Protection Plan- Fire Chief Bennett met with Katrina Raubuch and representatives from the Alliance of Indiana Rural Water about our role in protecting the Wellhead Area along the Big Walnut River.
3.) Representatives from Midwestern Engineers, Inc have met about the Fire Station Feasibility Study, funded through the OCRA Community Block Development Grant. The project is ongoing.
4.) By the end of December, all Firefighters will be State Certified at the Technical Rescue Awareness Level, and State Certified at the required Hazardous Materials Operations Level. Both Assistant Chief Archer and Kellar are now certified as State Fire Instructors I.
5.) Assistant Chief Roy Kellar has been certified at the Rope Rescue Awareness and Operation Level.
6.) Probationary Firefighters Garrison and Brown are wrapping up their EMT certification through Ivy Tech State College.
7.) Medical Assistance calls have increased due to our updated protocols for assisting the Ambulance.
8.) The Fire Department has completed a series of walk through and Pre-Incident Plan visits to Great Dane Trailers, and ADS/Hancor.
9.) End of year testing for equipment and firefighters has been completed.

POLICE REPORT: Police Captain Dennis Archer
1.) Shop With A Cop – Almost 150 kids were involved in this year’s Shop With A Cop. It was a successful event.
CLAIMS:
1.) Clerk’s Office – Linda Messmer made a motion to approve. Ruthann Jeffries seconded. The motion passed 3-0.
2.) Utilities’ Office – Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer; seconded by Ruthann Jeffries. Meeting adjourned at 10:35aa.m. The motion passed 3-0.
