MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR NOVEMBER 4, 2015

 

A meeting of the Common Council was held on November 4, 2015 at 6:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

 

ROLL CALL: Mayor Brian Wyndham, Ann Bradshaw, Brad Deal, Carrol Evans, Tyler Hutcheson, Angela Modesitt . Also in attendance: Karen McQueen, Clerk-Treasuere, Traci Orman,  City Attorney

The Pledge to the Flag was lead by Mayor Wyndham

PRAYER was said by Angie Modesitt.

 

APPROVAL OF MINUTES:   October 28, 2015,  Carrol Evans made a motion to approve minutes.  Angie Modesitt seconded.  The motion passed 3-0.

 

OLD BUSINESS: NONE

 

NEW BUSINESS:

  • First Presbyterian Church – The Brazil Public Library has a parking lot owned by the City of Brazil, located next to the First Presbyterian Church.  Church members would like to have access to that parking lot during services and special events.  Council Members also discussed having the drop box moved to a different location.  Also, signs have been placed by apartments owned by Jared Grable that say “Parking by Tenants Only” on Daniel Biggs Road and Meridian Street.  The City has never approved the placement of these signs.  Brad Deal would like to see these signs removed.  Brad Deal would like to go look at the parking lot, and would like to see approval for people to park on the west side of Walnut Street.  This will allow for parking in front of the drop box.
  • Resolution 16-2015: A Resolution of the Brazil Common Council of the City of Brazil, Clay County, Indiana, Designating an Area Within the City of Brazil, Indiana as an Economic Revitalization Area for the Purpose of a Year Real Property Tax Abatement – New Hope Services, Inc has submitted a Statement of Benefits and provided all information and documentation necessary for a year real property tax abatement. The Clay County Redevelopment Commission has already approved and recommended the approval of the abatement for 5 years.  Brad Deal made a motion to pass Resolution 16-2015 giving New Hope Services, Inc.  a 5 year property tax abatement.  Ann Bradshaw   The motion passed 5-0.
  • Ordinance 17-2015: Ordinance approving the Lease between the Brazil Redevelopment Authority and the Clay County Redevelopment Commission, pledging certain revenues to the Clay County Redevelopment Commission to pay amounts due pursuant to the Lease, and matters related thereto – Jason Semler, of H.J. Umbaugh and Associates, presented schedules for the purpose of discussion and consideration of the preliminary Lease Rental Bonds of 2016 by the appropriate officers, officials and advisors of the City of Brazil. Tyler Hutcheson made motion to approve 2nd Reading of Ordinance 17-2015, seconded by Carrol Evans.  The motion passed 5-0.

 

COUNCIL COMMENTS:

            Angie Modesitt would like to see a speed limit sign on Depot going toward Hendrix.

Carrol Evans stated the need for a sidewalk from Edgewood to Mechanic Street for

safety reasons.  She has bids from three businesses.

Brad Deal stated that Dave O’Mara will be finishing up paving by next week.

Brad Deal wanted to know where we are at in the process of revising the Nuisance

Ordinance.  City Attorney Traci Orman is still working on the revisions.

Angie Modesitt wants to have name plates ordered for Council Members.

Tyler Hutcheson said goodbye to everyone and will not be at the December meeting.

ADJOURNMENT:

Tyler Hutcheson made a motion to adjourn meeting, seconded by Brad Deal.  Motion passed 5-0.  Meeting adjourned at 7:50 p.m.
